I'm not aware of any cases in Wyoming. However, I do know of a Wyoming
town attorney who, in preparing a town ordinance for updating, missed
the fact that Wyoming has a preemption law. He was educated to this
fact in a rough and tumble town meeting. Everyone involved got a
lesson in citizen participation.
