Well, I took David's advice and bought some 3M strip caulk stuff.  GOOD ADVICE. 
 A 30' box of the stuff (yes -- THIRTY FEET) was just right to put sealant on 
both kick panels.  I unwrapped what was in the package, kneaded it into a neat 
round strip, cut it in half (lengthwise), and fished it into place.

I haven't taken the time to put the car up on ramps (or stands, or 
insert-favorite-southeastern-state contraptions) and drill bigger drain holes, 
but I may not have to.  It's rained fairly hard three days this week, and so 
far so good.  The floors are still dry -- front, back, and trunk.  Kewl!
