I have heard that the Ford PS pumps are so hard to purge of air that they have an adaptor so you can conect them to a vacumm pump to get the air out. You might just have some trapped air in yours. Is the fluid cloudy? Does it provide power assist?

So, I rebuilt my power steering pump. It was actually easy. Now it acts and sounds like it is out of fluid. Yes it's full and yes I have it together right. The factory manual says to prime it buy turning it backwards. I did that too. No dice.
