I've always managed to jack it up on axle stands (keeping weight on front arms so flexi hoses are not stretched) and turn lock to lock with engine running and repeat until it has purged all the air out. I have heard that the Ford PS pumps are so hard to purge of air that they have an adaptor so you can conect them to a vacumm pump to get the air out. You might just have some trapped air in yours. Is the fluid cloudy? So, I rebuilt my power steering pump. It was actually easy. Now it acts and sounds like it is out of fluid. Yes it's full and yes I have it together right. The factory manual says to prime it buy turning it backwards. I did that too. No dice.
