The bushings are to reduce noise conducted into the firewall and for a little bit of give. Has anyone changed the wiper connector on the wiring harness and mixed up some wires? If not, the "new" motor could be shorted internally.
One pin of the motor gets grounded until the motor reaches parked position. Here's what I got out of checking mine real quick. The case should be grounded. The rubber mounts are there to give it a little flex while in use, not to electrically isolate it. The little copper strap going over to the screw gives it back the ground it loses by being mounted on rubber. The terminal farthest to the driver's side should get 12 volts with the ignition switch on. The middle terminal should be grounded for high speed. Trying again.. Are you sure the motor is spinning in the right direction? One thing that seems like a possiblity is that you have the pos and neg wires connected backwards to the motor. It would work ok when it's not grounded but would turn backwards.
