Not sure if I understand, but you could install FireStarter extension
http://getfirebug.com/releases/firestarter/1.5/
And use option "On by default" (should have been renamed to "Activate
by Default"). So, Firebug will be automatically activated for every
page (tab) and you can black list specific pages using the "x" Off
button.

By maximize you mean "Open Firebug in New Window"?
If yes, it's not possible to have Firebug opened in a new window for
one tab and displayed in-browser (docked) for another (within the same
browser window).

However you can open more browser windows and manage Firebug opened in
new window for one browser window and in-browser for another browser
window.
