So, Firebug will be automatically activated for every page (tab) and you can black list specific pages using the "x" Off button.

If yes, it's not possible to have Firebug opened in a new window for one tab and displayed in-browser (docked) for another (within the same browser window). However you can open more browser windows and manage Firebug opened in new window for one browser window and in-browser for another browser window.
