So, I guess this works for you when you use 'Active Same Origin URLs'
(or you could use Activate By Default, which would work for all tabs).

Ah I see, so you want to manage visibility of Firebug's UI (minimized/
opened)
independently on each tab (where all tabs are already activated),
correct?

I have just tested this and I personally think it's a bug and it
should
be fixed in Firebug. At least I am not aware of any reason why not
(I'll
discuss this yet with the team).

Or, there could be additional option, perhaps as part of the
FireStarter
extension that is intended as an incubator for additional activation
features.
