Are you aware of the scp command that comes with ssh distribution? It
doesn't have the same functionality so I don't know if it will suffice.
Also, would rcp/rdist work for you? Check the ssh doc's about replacing
rsh with ssh. If you do so, then rdist and rcp become automagically ssh
enabled. As to ftp proper, I don't know. I don't use ftp internally now
that I run scp.
