        No apologies needed.  I think that, partly, we are
having a language problem (both national and technical) here.

        I normally think of "uplink" as associated with satelites
and "under the sea" doesn't quite compute.  Most ISPs I'm familiar
with have nothing undersea at all.  Those that do, have bandwidth on
cables and that's about it.  The only ISPs with undersea cables would
be international ISPs (and most ISPs are not international) or have
direct international connections with other ISPs (again, not most).

        I don't think there are any "underwater internet gateways",
unless they are dropping much more sophisticated toys in the water
than what I imagined.  I'm guessing that what you are referring to
are the cables themselves (either copper or fiber) and their repeaters.

        So...  Are you talking about something that can "tap"
transoceanic cables or something that can passively "sniff"
signals on the cables (how would that work with fiber?) or something
that can somehow interact with the cable repeaters/boosters?  Or
are you asking about whether there are existing taps and traces on
the current cables?  Or maybe tapping / tracing facilities built
into the cables when they are laid?  (From the name, I guess I
would rule out that last item - no submarines involved.)
