If you need to tap into a submarine cable I would recommend that you find
out who and what company dropped down the cable and ask them to attaché a
sniffer. This way you will not be braking the law and will be contacting the
proper authorities to do such a thing. Basically you will have to out source
this job to the people who drop the cable on the ocean beds.

If you need to know what product they would use, then I suggest you call one
of these companies and ask them what they would use. Ask these guys.

http://www.intellimac.com.sg/eqpt_div.html for a starter. They are pretty
good. They may even give you the maps that show were they dropped cable.
