The proxy should only do URG where the application allows it- and it 
should be an URG-hanlding application (such as FTP).  Even in that case, 
most proxies don't relay URG, they create their own URG data as the 
client, or receive it as the server (which is significantly different than 
forwarding it.)  I'd be interested in some examples where a proxy would 
"forward" an URG rather than generating it based on specific application 
conditions (note that circuit relays (e.g. plug-gw) aren't proxies.)  Can 
you cite an example where a proxy for say HTTP forwards URG data?
