I think just as of FlexBuilder2, I suppose you are correct but when
building a component from scratch it makes more sense to do it in the
Flash ide , this includes all the code for it, before using it in your
Flex apps.

In the same line of thinking, as the Flex stuff evolves, I see the Flash
IDE
turning into a sort of "Photoshop for Flash" where graphical assets are
designed/maintained, and FlexBuilder 2 (eclipse) becoming the
programming
environment. So FlexBuilder 2 will be for development, period, rapid or
otherwise, and "Flash" or "the Flash IDE" will be a designer's tool.
Both
sit on top of the Flash Platform and are the foundation for implementing
the
technology.
