I totally agree with John. Either you put up with what your city has to offer, try to get people to move, or you go after telecommuting talent. I'm based in Boston and we have a pretty big pool of talented Flash/Flex developers and it's still hard to find people that are willing to change jobs or are looking for work. Working with folks remotely is really working well for my company.
Another great example of a success story is the Red5 project that John and I are running. The lead developer Luke is based in Thailand, John lives in Florida, Joachim is in Germany, Steven is in China, Dominick's in New York etc... we are still able to pull this thing off being in totally different places.
