Do you really have to embed the images inside the swf ? Isn't any way you can load them dynamically ?
Generating swfs at runtime on the client side, I don't think it's posible. You can check out Php Turbine http://www.blue-pacific.com/products/phpturbine/default.htm With it you can generate swf through php on the server. It works great.
