Dave,
I think the task in
requirements can be of different scope. While it is true that one person
can make reporting prototype in 6 month, it is not likely that it would be
of use on enterprise level - as implied by "business intelligence", "data
warehousing", etc requirements.
As a matter of fact, we have
similar spec in works now - financial reporting system allowing selection of
columns, grouping, computed expressions ( ala PB ), filtering, sorting,
printing, personalization, hierarchical layouts, DAO generation, etc. - the
client total came to 2 man/years (8 month for a team of 3). We are talking
seasoned software engineers, that had developed similar packages on different
platforms, and have at least a year of coding Flex components each. I have to
assume that Cynergy would assign at least similarly sized team of people to
approach such project - after all it has too wide of range of technologies
- from formula parser/compiler to printing templates
The rules of "mystical
man-month" still apply in Flex - 100% for application, 300% for package, 1000%
for product.
However, given the requirement
to develop prototype in Flex 1.5 is an indication that they are looking just for
someone who can show what can be done, and did not move anywhere with real
spec.
Obviously, I can be wrong, and client
indeed is looking for simple dynamic grid and couple of hardcoded formulas
- then the requirements are correct - and anyone would gladly undertake the
project in the spare time as it has been done quite a few times by different
teams already.

Off topic I guess, but six months for a
prototype? We've been rolling
out pretty major applications in Flex
from soup to nuts in six months.
To me all the sex appeal aside, some
of the biggest value in Flex is
what a productive canvas it is to work
within. Between Flex, great
devs, good tools and frameworks, we're
cranking out applications
people are then running a whole business on in
under six months.
Prototypes.... we're talking weeks.
