I'm was running 1696 and it was total user error. I tried just turning on
and requiring SSL but forgot to open the firewall port. Once I got it up and
running I ran the upgrade to bring it to 1739 and it's still working well.

Assuming you're not running a *really* old build, it should be pretty much a
matter of requiring SSL in IIS. We did a fair amount of work a few months ago
to make sure that URLs are correct - if you find that's not the case I'll
want to hear about it.
