Hi Craig.

A quick round of testing shows a number of things.

First the binary-only build does not include the gui, and associated
bits, to initialize a Sql Provider.

Both the SqlProvider and the FileProvider fail to create a
default.html file for the new namespace. They do create a
ContentBaseDefinition set of topics, both in the FileProvider and
SqlProvider.

The 1.8 build provided a default template for default.html in the new
Namespace, but 2.0 does not yet do this.
