I guess I forgot that I would need the tools distribution. Just so
long as the gui is somewhere that's great.

Yes, it is the default HomePage topic that is not being exposed when
you  first go to an empty namespace. The page URL is displayed as
'http://<wiki_app>/default.aspx/<new_namespace>/default.html.
