No. It only removed heading damping from the "Helicopter
View". Everything else is unchanged.

Yes. That happens if the model altitude and the viewer altitude
drift too much apart. It's a bug for which I'll provide a patch
as soon as possible (probably for main.cxx). You can set
"at-model-alt-damping" to zero if you can't live with it. I think
that development versions should be usable, but they don't have to
be perfect at all times. (Otherwise we would have to rip out the
UIUCModel as well, no?)  :-}
