Personally, I'd go for including them in the FG CVS base package, but
clearly flagging them as alpha, and not including them in official FG
releases until they're ready.  Anyone following FG CVS should have a pretty
good idea that they're in for some developmental stuff, and if you only
have them in JSBSim CVS the airplane developers will miss out on a lot of
FG developers feedback.
