... sort of works now, after a few small bug fixes.  You can do
something like

  FG_SCENERY=/usr/local/Scenery:/usr/local/Scenery/Objects

(substitute ';' for ':' under Windows) and FlightGear will look in all
the directories for static and shared objects like buildings.  Only
the first base object (scenery mesh) will be loaded.  Note that the
mesh has to be loaded *before* any static objects or else the static
objects won't display, so the path with the base scenery needs to come
first, and the paths containing only scenery objects need to come
later.
