This means that adding a single building requires rebuilding the tile.

The advantage of the multiple scenery paths is that the landscape can be
easily populated with scenery objects, and these can be made available far
more easily than having to rebuild EVERYTHING. (I've done rather a lot of
scenery generation recently, it's a very big job, in terms of disk space,
and processor time - not really something that we'd want to be doing
particularly regularly - the only real reasons to do it are when the
available terrain data has significantly improved).
