That's not true -- I used FS98 (it's the last MSFS sim I owned), and it used a flat-terrain model, with the occasional hill modelled as a 3D object: remember how the ground would suddenly rise up to meet you as you flew from area to area? FlightGear uses a scenery mesh at least as sophisticated (in terms of triangle count) as any used by FS2K. The textures have less variety, but that doesn't make much of a difference for the frame rate. Even flat terrain in FGFS has an awful lot of small variety.
