No, that is not the right solution. What he needs is a delta between the inverse of the current VOR radial and the indicated heading on the RMI, normalized to a value between -180 and 180. An RMI VOR needle cannot actually point at the VOR (the information simply isn't there), but it can wag in its general direction.

Anything I ever saw in 707's thru to 767's looked pretty rock solid to me. But I may be wrong. Maybe David Culp with his everyday experence could enlighten us here.
