FWIW everyone, this is exactly the kind of "nifty hack" I was talking
about regarding rolling our own integration framework.  Making stuff
like this play nicely without breaking when SDL/{free}glut/pw releases
a new version is difficult.  Simply hacking it into fg_os_win32.cxx is
much less involved; Norman could submit patches without worrying about
the appropriate #ifdef's, and the only coordination would be at the
top level (the function prototype of fgToggleFullscreen(), in this
case).
