That's not a bad idea, but here are a couple of others to consider:

To be honest, I wasn't going to place them within the scenery. This was just one idea for the whole FliteTutor thing, so that I can show simple animations, based on the aircraft's position in relation to a couple of navaids, shown on a planar map view.

Of course the moving map idea is indeed interesting, too.

This might be worthwile to consider for the Atlas developers:
they would merely have to use FlightGear's navaids database
and fetch the positions of navaids, and OPTIONALLY display
their symbols at the corresponding position within the map.

2. put models of the actual navaid transmitters in the scenery.

For what purpose ? :-)

Do you mean to improve situational awareness, so that a 3D model
of a VORTAC is displayed, including the current bearing within
the outside view window ?
