We should do both - that seems to be the solution adopted by most web sites which offer downloads. Why should we be different? We should not expect windows or UNIX users to download and install some additional software. Personally, I use whichever I feel like, then extract using whatever tool I have at hand, but we should not expect the average user to be as flexible or have the necessary tools. My 2 pence worth.
