Primarily a working FMC/FMS and ND so that one can enter waypoints in the FMS 
and then navigate via the ND using compass, rose or arc modes.
I think this is the most important thing to get working first.

Overhead, pedestal and main panels with working switches so that from a pilot 
perspective the aircraft functions in a procedurally correct manner.

Once we have about 30% of the above functionality I'll consider a cockpit as 
being "not empty".  :)
