Well, there is nothing to explain. It is just a magic/bucket number that is a function of latitude and longitude of the tile and is used to index scenery tiles. A tile being a 1/8 of a degree at the equator but its width shrink to 1/4 and 1/2 when the longitude increase ( in absolute value ).
