You mean Java dictates how to do object-oriented design, while Perl gives you like always the choice of how you want to accomplish it. What recomends Java is that cross platform user interfaces are very easy to do and there are some IDEs to choose from where you can drag your controls to the form, so it should be easiest for a VB programmer to learn.
