Yes, the 2009 code is different from the 2007 code.
The 2009 features and bugfixes are a superset of the
2007 features and bugfixes. Also the 2009 commits
were rebased so that they applied cleanly to the FGFS
release that was current at the time.

Many fixes to navradio.cxx:
Localizer sensitivity depends on runway length as it should.
Localizer range varies from place to place as specified in nav.dat
Localizer has appropriate false localizer courses.
Glideslope range varies from place to place as specified in nav.dat
Glideslope has appropriate false glideslope signals.
Glideslope "inrange" flag distinct from localizer "inrange" flag.
GS needle parks where specified, not necessarily at mid-scale.
