What?? Both model-default.eff and terrain-default.eff refer to terrain-haze.vert/frag as shaders - how can the fog function be different if they're using the same shader code??? I think you're mistaken here. The fog function is different for clouds and rain layers (because clouds and fog are the same stuff, so there need to be different rules) and for the skydome (because the atmosphere fogs in a different way looking straight up than looking straight down).
