Just a quick thought.

Dell, like other big brand names produce non standard products.
Things like the BIOS, case, etc... are not what other people would
describe as "conforming 2 the PC standard".
Now I'm not saying the problem lies within the hardware, but
suggesting that perhaps a bit of quick googling for known problems
or differences associated with that brand might possibly be helpful.
Please note, I'm not slagging Dell etc . . . just trying to offer a
different perspective to hopefuly speed up the discovery of the
solution, if only by elimination. ( like its go nothing to do with
Dell )
