I am not a Windows user myself, but if like you say you have the latest nvidia drivers installed, I'd guess you need to unselect some rendering options. In particular, make sure you are not using "enhanced runway lighting". Turn off the shadows and 3d clouds to get fps improvements (although the 3d clouds have a minimal impact on my elderly GeForce420MX). You should expect at least 30-ish fps with most aircraft and without the shadows enabled, I'd think. Perhaps another windows user or someone who uses fgrun could help further...
