Another thought that just occurred to me - perhaps you have quite aggressive settings for Antialiasing etc? Under Linux one uses the "nvidia-settings" tool to adjust these... I'm sure you can find the equivalent under Windows and make sure they're not set to anything too drastic. Temporarily turning off AA would help confirm that this is not contributing to your fps problem.
