Have you checked the actual new listing in apt.dat against the file
format description, to see whether the file format specifies lights?
If it does not, have you checked the apt.dat file fragment you wrote
with TaxiDraw, to see if it came out of TaxiDraw with the lights
specified?

I'm not sure what FGSD has to do with this -- are you saying that
having written a new apt.dat, you didn't then generate new scenery
with TerraGear, but instead manually modified the airport with
FGSD?
