If I run it with fgrun.exe it attempts to start with no issues.

But, as a side note, I've spent the afternoon researching openGL and the 
Xpress 200M video card.  Not a match made in heaven to say the least.  
Nothing but problems and no solutions.

I'd love to hear from anyone that is running FlightGear at a reasonable 
rate using the ATI Xpress 200M.
