How about emailing ATI support and asking them!  Explicitly ask how to
turn "Hardware acceleration on with OpenGL"  Its worth a try as there
must be something wrong or their hardware is simply not up to the task. 
Another Video card is not that expensive and even the lower spec Nvidia
cards run OK.
