No, actually I mean "toolkit". Does having portable layer (class) for Unicode 
strings, Files, Sockets, Threads... makes "wxWidgets" and "Fox" a Operating 
System? No, I think not. They are there not to duplicate functionality but 
make them (more) portable and more easier to use. FLTK except GUI classes 
doesn't have anything else for work with other, those above mentinoed aspects 
of programming, so it is not a "Toolkit" but rather a "GUI Library"
