In practice, no one really sets priorities in open source projects - when the workers are volunteers, you can't tell them which bits to fix... You can maybe suggest/request they fix certain bits, but if they want to fix something else instead, that's what they fix. Instead, projects evolve depending on the input from the interests of the active members... I've seen projects where the "leader" tried to direct the development, but these projects sort of withered away - the "staff" just lost interest because the project wasn't addressing the things they needed from it. That's a large part of why a lot of the distro companies pay developers actual money to work on the bits no one else can be bothered with... > is also cleaner interface, cleaner API, all things putted in > namespace...
