It's just a trick to mean "a 1.3.x release after 1.3.0". There
isn't really a 1.4 in the planning just yet. There was a sudden
influx of bug reports and feature requests (STRs and RFEs) for
1.3.x and that made it hard to see what really needed to be done
for the 1.3.0 release. So 1.4 was invented, and all STRs and
RFEs that won't be addressed immediately for the 1.3.0 release
were moved there so that they didn't get forgotten.

No doubt when 1.3.0 is finally released, someone will create a
1.3.1 target, and some of the most important 1.4 STRs and RDEs
will be moved back to 1.3.1 to give a meaningful target to aim
for. And so on when 1.3.1 is released.
