OP might be talking about the slew of bugs bumped to 1.4
a few weeks ago.
I think the reason is there may still be some changes
needed that affect the ABI, and thus the bump from
1.3 -> 1.4. So if there's one fix that's going to ABI,
then all fixes for that release get bumped with it.
At least, I think that's the reason the bugs were bumped
to 1.4 instead of 1.3.x
