I just tested on 10.3, and was able to zip files, and unzip them on Windows XP Pro. I suspect that the Finder's "Create Archive" function is just a wrapper for zip or gzip commands, both of which create "standard" zip files. Technically speaking there is no zip standard, one has never been published.

OS X has a built in ZIP function, IIRC.� Windows XP does as well.
