There is already: http://xml.apache.org/fop/resources.html
It just has to be updated a little. Want to provide a patch? Links to
the hyphenation files is one thing. The other thing is that they cannot
be directly imported in TeX format. And having them in a different
location doesn't mean they get legal when used in FOP.

Third-party libraries were checked a few months ago. Most is Apache
stuff, JEuclid and JFor have Apache-style licences, Checkstyle is not in
our codebase. Every third-party library is accompanied by a licence file.

Our Java sources should (let's hope the best) be free of licence issues.
So I think we're ok if it weren't for the hyphenation files.
