It looks more like an eager sort of algorithm to me.
It is. I posted the link because the algorithm should be easier to grasp. If you want to use Don Knuth's algorithm, you should probably start with the material in the FOP wiki and/or the TeX book. If you have ideas on how to pack the algorithm in a reusable library, pleas post them or write something in the wiki.
