This will need to be fixed some day. The only thing you can do is try to hack together a manual two-pass approach. The first pass determines the page numbers. You can get them if you render to the area tree XML. Then you insert the page numbers for a second pass instead of the page-number-citation elements. Very ugly, a lot of work.
