Try a higher resolution printer (or printer setting) first, or even just another, modern printer. Small changes in the grey value may also have an effect. If you can get detailed information on your printer (resolution, dithering algorithm/matrix, or how certain grey values are represented), you can try to generate a specifically adjusted background bitmap image. Just slightly tilting the paper in the fax is another option. Of course, the simplest solution is to use a white background.
