Frank, Thanks for your answer! I was thinking about this too, but the figure would overlay the text (or the other way around). The text would not flow around the figure (or continue after the figure in my case).
That's why I was referring to <fo:float float="before"> in the first place. If I understand it correctly this should be the element that does what I need, but it's not implemented in FOP yet.
