Each repository is some work.
ok, so it is worth it to make an effort to reduce the number of repos.

Also, the amount of work to set it up
as a infrequently-accessed read-only repository for the sake of history
is smaller than the amount of work to set it up to be committed to.

I might start by making repositories read-only and then add permissions
if people specifically ask for them.
that sounds like agood idea.
maybe those of us who know that they need a repo read-write can mark
that as such in the wiki.
