        According to ATA/ATAPI-7 volume 1 clause 5.15, Serial devices that
implement the packet feature set return a signature of 9669h.  Devices that
do not implement the packet feature set return C33Ch.  Does this solve the
problem?

Given the <current> (external) SATA specs, a serial ATA and a serial ATAPI
device would have the same poweron signature.

So, we have unique signatures for
      parallel: ATA
      parallel: ATAPI
      serial:    ATA <and> ATAPI
      serial:     port multiplier

Now, it is <another> question to ask if that is proper or not,
which I leave for someone else to answer.

Regarding e04127r0, there was a thread on the T13 reflector back in May
2003 titled "Serial ATA signature change from 1.0a to ATA/ATAPI-7 v1r2"
that noticed the problem and (I thought) agreed to resolve it.
Unfortunately it was apparently never fixed.  I agree with your proposed
fix.

Note there is a typo in e04127r0 section 2.3 (in the background
section):
"There was never any intention that a serial ATA device have a different
signature _than a serial ATAPI device_."

It should say "than a parallel ATA device."  ATA and ATAPI need to have
different signatures, as do SATA and SATAPI.  SATA=ATA and SATAPI=ATAPI
is fine.
